Long term policy: return and stay

The large-scale Russian invasion unfortunately continues. The European Directive is currently in effect until 4 March 2026. The Dutch government is considering the long-term situation for temporarily displaced persons from Ukraine who are residing in the Netherlands. This topic is addressed in the "Verzamelbrief” which has been sent to the Parliament on from 31 January 2025.

The government is committed to doing everything possible to support displaced persons who wish to return sustainably to Ukraine when circumstances allow. Plans are being developed for this purpose. Attention is also given to ensuring that displaced persons in the Netherlands can maintain their connection with their homeland and contribute to rebuilding Ukraine.

At present, sustainable return is not yet possible. Therefore, the government is working on policies for displaced persons who will remain in the Netherlands for a longer period. One consideration is the introduction of a temporary residence permit. The aim is to ensure that displaced persons can participate fully in Dutch society and contribute to the economy for as long as they are here.

In the coming period, these plans will be further developed. Throughout this process, the government will maintain ongoing dialogue with implementing organisations, municipalities, and (representatives of) displaced persons from Ukraine. The government aims to align its policies with other EU member states.
