Does my employer also have to provide notification for foreign posted workers if I am a cross-border commuter?

Your employer must provide notification in the online notification portal if:

• you live in the Netherlands but usually work in Belgium or Germany for a Belgian or German employer and
• you are working for that employer on a temporary assignment in the Netherlands.

Your employer has a duty to provide notification because the country where you usually work is Belgium or Germany and not the Netherlands.
