Shiraka: supporting societal development in the MENA region
In Arabic, Shiraka means partnership. With the Shiraka programme, the Netherlands supports societal development in the Middle East North Africa (MENA) region. The social contract between government and citizens is the main focus. Shiraka focuses on the involvement of civilians in governance and the service delivery of governments towards citizens.
Programme goals
Shiraka aims to bring about positive change in the MENA region, meaning:
- societies that accept cultural and religious differences;
- states that respect the rule of law and protect individuals, minorities and human rights;
- an economy which fosters prosperity and employment.
Shiraka countries
The Shiraka programme focuses on the entire MENA region, with the exception of Yemen and the Palestinian Territories where the Netherlands has an extensive development cooperation programme. The type of support given depends on:
- the prospects for societal development;
- opportunities for cooperation.
This means that the Netherlands does not roll out every aspect of the programme in every country.
Resources
With the Shiraka programme the Netherlands helps the MENA region by:
- helping execute local civil society initiatives, such as programmes promoting energy transition, public financial management and freedom of the press;
- building the capacity of political organisations by facilitating cooperation between Dutch and local political parties;
- working with governments, for example on rule of law or water management;
- training officials and young diplomats;
- providing scholarships.
The Shiraka programme has a particular emphasis on the inclusion of women and youth.
