Emission Trading System for Road Transport: An exploratory study on possible impacts and policy interactions
On 14 July 2021, the European Commission presented its Fit for 55 Package: a package of legislative proposals with the aim of reducing CO2 emissions in the EU with 55% in 2030 with respect to 1990. One of the proposals includes a separate emission trading system for buildings and road transport (ETS-BRT). In preparation of this proposal, the Ministry of Infrastructure and Water Management of the Netherlands asked CE Delft and Studio Gear Up to study the possible impacts and policy interactions of a proposal for a ETS for road transport (ETS-RT) only. Albeit not the exact same scope as the European Commission’s proposal, the research raises some important points of attention.
