Final Report: External evaluation of the Netherlands WPS 2016-2019 and WPS 2020 programmes
This report presents the external end-term meta-evaluation of 8 Women, Peace and Security programmes implemented under the 3rd National Action Plan 1325 of the Kingdom of the Netherlands. These programmes were carried out from 2016 to 2020 by consortia of civil society organisations in 8 focus countries, and funded by the Dutch Ministry of Foreign Affairs.

The evaluated programmes were carried out by civil society organisations in Afghanistan, Colombia, Yemen, Iraq, South Sudan, Syria, Libya and the Democratic Republic of Congo. This evaluation consists of a meta-evaluation of the programme evaluations, combining their results with new resources. Data quality limitations and limited independent resources meant the evaluation could not draw robust conclusions about outcome level change. Still, it developed important findings and recommendations, which are used by the Ministry of Foreign Affairs and partners in current and future programming.
