Mid-Term Review (MTR) of the Netherlands' Regional Sexual and Reproductive Health and Rights and HIV/AIDS program in Southern Africa

The Embassy of the Netherlands in Mozambique commissioned the Royal Tropical Institute (KIT) to review progress of the regional SRHR/HIV Programme in Southern Africas. The Mid-Term Review (MTR) confirms the programme’s strong relevance, addressing needs and challenges for vulnerable people in Southern Africa. Its regional approach adds value through advocacy, collaboration, and peer learning. Most targets are on track or surpassed, enhancing health services and policies. Recommendations focus on legal reforms, mental health, monitoring, and local resource mobilization.

Southern Africa has the world’s highest HIV prevalence, with young women especially vulnerable. High rates of teenage pregnancies and child marriages further complicate health challenges. The review used document reviews, monitoring data, interviews, and case studies.

The 2021-2026 program (budget: 89 million) remains relevant, addressing SRHR and HIV needs of young populations, particularly young women. It tackles challenges like teenage pregnancy, gender-based violence, and access to services, promoting a healthier generation. The regional approach facilitates collaboration, advocacy, and policy influence, with most targets achieved or on track.

Recommendations include strengthening law reform, integrating mental health, improving monitoring, and mobilizing local resources. An action plan will integrate these into future workplans.
