Endline Evaluation of the Advancing Sexual Reproductive Health and Rights in the West Nile and Acholi Sub Regions in Uganda (ANSWER) Programme
This evaluation report provides insights on the relevance, effectiveness, efficiency, coherence and sustainability of the Advancing Sexual and Reproductive Health Rights in West Nile and Acholi sub regions in Uganda program.
This program is implemented by UNFPA in partnership with Save the Children International Uganda office, Plan International Uganda office, Marie Stopes Uganda and Government of Uganda.
Given the complex nature of the changes evaluated, the evaluation's analytical approach focused on understanding the ANSWER program's contribution to these change processes and results in advancing Sexual and Reproductive Health Rights in the West Nile and Acholi Sub Regions, rather than on attribution. Drawing on the principles of contribution analysis, the evaluation tested the validity of the Theory of Change (ToC), to evaluate the contribution of different strategies to advancing SRHR in the West Nile and Acholi sub-regions. The report is useful for informing both policy and programmatic decisions for protecting and fulfilling sexual and reproductive health and Rights.
