Final Evaluation of Funding Leadership Opportunities for Women (FLOW 2) 2016–2020
Evaluation conducted between Sept ‘21- Feb ‘22 by IOD PARC. The main objective was to assess to what extend the strategies and objectives have been achieved, as well as to identify good practices, lessons learnt and recommendations for the development of future policies and programming.
The evaluation consisted of a meta-evaluation of the end evaluations of the 10 FLOW programmes, additional desk research, key informant interviews, focus group discussions and a survey. The evaluation covered the full scope of the ten programmes, and country case studies in Kenya and Lebanon. The evaluation took a gender responsive approach, centralising power issues at the core of gender inequalities. The outcomes and recommendations of the report have been shared with the FLOW partners.

- Effectiveness: contributions to achievements in policy/legal change, mainly through advocacy and results at household/community levels.
- Sustainability: focus on strengthening organisations’ core and advocacy capacity.
