Advice on the auction model for the 3500 MHz band award
At the request of the Ministry of Economic Affairs, DotEcon has conducted research into the appropriate auction model for the auction of the 3.5 GHz band, in which 300 MHz will be auctioned. DotEcon recommends auctioning the spectrum in two phases. In the first phase, 3 lots of 60 MHz will be auctioned and in the second phase 12 lots of 10 MHz. The model is designed in such a way that the auction takes place in one round in the first phase and in a simple multi-round clock auction with exit bids in the second phase.
DotEcon recommends closing the auction with an allocation bidding phase, in which spectrum winners are given the opportunity to express their preference for specific placement in the band after the first and second phase.
