Letter to Parliament about contours of the procurement and contracting strategy ERTMS
State Secretary Mansveld (Infrastructure and the Environment) informs the House of Representatives about the first contours of the procurement and contracting strategy for ERTMS (European Rail Traffic Management System).
Central in the procurement and contracting strategy is the issue of which contract form and which types of contract are most suitable for procuring and realising the implementation of ERTMS most effectively. 14 components have been distinguished; together, these must lead to the strategy. Important elements include:
- Purchasing objectives
- The number of contracts that are issued to the market
- Procurement experiences at home and abroad
- Possible contract forms (e.g. private financing)
- Risks
